Officers of the Kingdom
1. When deemed applicable, the affairs of the Kingdom shall be administered by a council consisting of the Liege Lord, who shall chair the council; a Master at Arms; Captain of the Guard; Scribe; Tax Collector; Herald and one (1) or two (2) Members of Court.
2. The Liege Lord’s position is not an elective office, but is held by the founder of Kingdom of Onondaga. Should the Liege Lord resign, he shall appoint a successor who shall hold the office in like manner.
3. Master at Arms, Captain of the Guard, Scribe, Tax Collector and Herald are also not elective, but appointed annually by the Liege Lord who shall carefully consider the capabilities of the Members of Court prior to appointing them to office.
4. Remaining Members of Council may be elected by the general populace of Active Members using secret ballot with the exception of Article 6 Sections 2 & 3.
A. All Active Members of Court in good standing are eligible for consideration as an Officer after a minimum of two (2) years service to the Kingdom. Associate members and minor children may NOT serve as Members of Court or Council.
B. Candidates are to be nominated in writing by at least two (2) regular members using the nomination form provided by the Kingdom during a period starting ninety (90) days prior to the election through thirty (30) days prior to said election. The nomination form must contain the candidate’s name, a short statement regarding the qualifications, printed names and signatures of the two (2) nominators. Members will be allowed to nominate themselves.
C. Members may withdraw themselves from candidacy by providing written notice to the Scribe at least fifteen (15) days prior to the election.
D. If there is no more than one (1) candidate for the available offices, those candidates are elected by default.
E. If there are more than two (2) candidates for the available offices, the following will apply:
i. The Scribe will prepare a ballot containing the names of all candidates and a clear large box to the left of each candidate’s name for the purpose of marking preferences.
ii. Each adult member shall mark the ballot using “A” for the first choice, “B” for the second choice, and so on.
iii. The ballots will be tallied by the Scribe and results provided to the Liege Lord prior to announcement by the Herald.
iv. In the event of a tie, a run-off ballot will be created and the voting process will repeat. Should there be a tie following the second round of voting, the Council Chair will cast the tie breaking vote.
5. The Council will hold such meetings as business of the Kingdom requires.
6. At any meeting of the Council, the Liege Lord and at least three (3) other Members of the council shall constitute a quorum. Members of the council may be represented by proxies, duly signed and dated.
7. The Scribe shall attend all meetings of council, shall take the minutes of the proceedings, shall issue the notices of the meetings and shall initiate all necessary correspondence. In the event of the Scribe being absent from a meeting, the duties of the Scribe shall be carried out temporarily by any member of council who shall be designated by the Liege Lord for this purpose only. |
